You became an individual member of the IAP back in 2001 and have since then demonstrated yourself as a very active member of the IAP among other by serving as a member of our Executive Committee and through an active participant in all Annual Conferences and many of our Regional Conferences, even after you became Senator. In 2004 you founded the Ukrainian Association of Prosecutors and in 2005 your Association became an organisational member of the IAP. Three Regional Conferences were held in Ukraine, in Kiev in 2006, in Odessa in 2007 and in Lvov in 2008. In 2009 you further organised the 14th IAP Annual Conference and General Meeting of the IAP in Kiev, which was, just like the Regional Conferences, a big success. It is evident that there is a strong connection between the IAP and the UAP. This was again underlined by the election this year of Mr. Vitalyi Kasco as a member of our Executive Committee. We all know in which position and under which difficult circimstances our Ukrainian colleagues have to work today and we want to support you as much as possible. It is important that prosecutors can do their respective work without political pressure or interference, independently, fairly and without corruption. In that regard we always ask attention for our IAP Standards. It is also of great importance that the government creates circumstances under which prosecutors can do their work in accordance with these Standards. I wish you a fruitful Conference and we hope that you feel supported by your colleagues around the world and if there is anything that we can contribute, please let us know. CONGRATULATION OF THE PROSECUTOR GENERAL OF UKRAINE MR. VIKTOR SHOKIN Dear Colleagues, 10 years have passed like a moment, 10 years those divide us from that day when the first public prosecutors’ organization in Ukraine was founded. At that time, in 2005, prosecutors, associated for the first time, declared aloud about their wish to support authority and positive image of the prosecution service, to assist in execution of tasks of the prosecution service as a body, which activity is aimed at consolidation of the rule of law and strengthening of law and order. Since its foundation the Ukrainian Association of Prosecutors has been standing actively in questions of support of prosecutors’ independence and their obedience to the law only. International conference those were held by the Association in 2006 (Kyiv), in 2007 (Odessa), in 2008 (Lviv), in 2009 (Kyiv) became an inestimable contribution in development of the public prosecution bodies of Ukraine. Having gathered young prosecutors in its rows, the Ukrainian Association of Prosecutors gave an impulse in creation of a new prosecution service which is aiming for protection of human rights in the first place. Unfortunately you had to go through hard trials including oppressions, prohibition of public activities, threats of discharging and other troubles. But that fact that the Ukrainian Association of Prosecutors survives and that it is supported by the prosecutors’ community, witnesses that 10 years ago you chose a fair way and no obstacles can make you lose your path. I wish to all the members of the Ukrainian Association of Prosecutors solid health, restless enthusiasm and success in your work which is so important for the public prosecution service of Ukraine. Adherence to the Rule of Law is a goal we strive to achieve, but that is not always the wish of some regimes. It is important that we prosecutors always remain true to the ideals of the Rule of Law. It is the reason that we are prosecutors and not any other type of lawyer. It is not easy and the struggles can exhaust even the most hardy of souls. But it is a battle that we must fight because it defines who we are. Personally, I am very proud to call Oleksandr Shynalskyi my friend. He is a leader of singular courage. Take heart from him. Thank you for giving me the privilege of being an honorary member of the Ukranian Association of Prosecutors. I wish I could be there with you but my current circumstances prevent me.
