The Fourth Regional Conference for Prosecutors from Central and Eastern Europe and Central Asia The Universal Declaration of Human Rights, the European Convention on Protection of Human Rights and Fundamental Freedoms and other international and regional instruments establish the duties of the States, which are the guidelines for prosecutors while discharging their powers. This Conference emphasizes the key role of prosecutors in every State in protection of rights of the accused, victims, witnesses and the society. During the Conference, the main duties of the prosecutor were recognized, such as strengthening and protection of human rights, as provided for by the Standards of Professional Responsibility and Essential Duties and Rights of Prosecutors of the International Association of Prosecutors (IAP Standards). Violation of Rights of Man and Citizen shouldn’t be admitted in the open and democratic society. The adequate reaction of the system of criminal justice, and, in particular, of prosecutors, to such violations forms undoubtedly public opinion and influences social responsibility.
